    State & Local Tax Seminar

    Course Description:

    Spend the day with us learning about the complexity of State and Local Taxes.  We will review State Reciprocity, Earned Income Tax Laws, the Walmart Law, and take an in depth look at some of the more complicated states (such as Kentucky, Pennsylvania & Ohio).  You will also have a great opportunity to network with other payroll professionals during lunch to explore how other employers handle some of the same tax issues that you face and perhaps gain insight from them on a process they use which could help you.

    Earn 6 Recertification Credit Hours (RCHs).

    Speakers Biographies: 

    Speaker #1 – Bruce Phipps, CPP: 

    In his current role, Principal Product Manager/US Legislative Analyst for ORACLE, Bruce supports 2 lines of business from a legislative perspective.  Bruce has been employed in the payroll profession for 39 years and has worked for several employers in the following industries; Healthcare, Retail, Service industries, Television, Retailers and Manufacturing. During his career, he has served as a key member for several system upgrades/implementations and mergers/acquisitions.  Bruce has held his CPP designation since 1989.  He is very involved at the National level and currently serves on the following APA committees: Hotline Referral, Electronic Payments Committee, GRTF - Pay Card Sub Committee, Child Support and Garnishment Sub Committee, MyRA Sub Committee, Co-Chair PA Act 32 Sub Committee, Emerging Technologies - SPLTF, Champs Mentor, Education Grant Committee, Social Networking, Education Grant Committee and National Speakers Bureau.  Additionally, Bruce is one of the original co-authors to the first edition of APA’s “A Successful Guide to Direct Deposit”.  Bruce has been a Congress speaker since 2004 and a speaker at the Texas Payroll Conference since 2006.  He frequently speaks at chapter meetings and State Wide Conferences speaking on a wide range of topics, though his specialty is State and Local incomes taxes.  Bruce is currently the President of the Lehigh Valley Chapter in Allentown, PA. He was also one of the founding members of the Southeastern PA Chapter of the APA and served as the chapter’s first president. Spanning 18 years as a member of the SEPA chapter Bruce held several officer positions.

     

     

    Speaker #2 – Tommy Windsor, CPP: 

    Tommy has been involved in Payroll Taxes since the early 1980’s.  He has worked at various payroll systems and vendors at companies in five states.  He moved to Texas in 1999, where he really started to get involved with the local, state and national APA.  He passed his CPP examination in 1989 and again in 2002.  He has been an officer of the Dallas chapter serving 2 terms as Secretary of the chapter.  He has also been heavily involved with the educational programs of the Dallas chapter teaching both beginning and advanced classes and serving as Interim Education Director for the chapter in 2008.  He was named the Dallas Chapter Payroll Professional of the Year in 2009.  At the state level, Tommy served on the Texas Payroll Conference Board of Directors for five years and has been a speaker for TPC at five different conferences over the past years.  He was awarded the Texas Payroll Professional of the Year at the 2009 conference.  On the national level, Tommy has been a member of APA National since 2001.  He has served on the Hotline Committee, the CHAMPS committee, Board of Contributing Writers, the Government Affairs Task Force, as well as the APA Educational Grants Committee.  He was awarded the 2011 Meritorious Service Award, and was recognized as the 2014 APA Payroll Man of the Year.
