    President's Notes

    We had a great time at the recent P.I.E, learning about marketing ourselves and how to best represent ourselves to employers and recruiters through our resumes and interviews. Now that we have a great resume and interview confidence, let’s put it to the test at a job fair. Come at 11am on August 10th, right before our Monthly Education meeting, and engage with great recruiters who have (hopefully) the perfect job for you.  Along with the Job Fair, we will be having a Book Exchange. Bring your gently used books (payroll, business, or other professional books) for trading and sharing. Any books not finding a new home go back home with you after the meeting. We will also have our fabulous flashcards for sale.

    Committee Volunteers – We are preparing for our awards night celebration and still have a few openings on that committee.  Remember: Awards night has moved to March 2018, so let’s make this a very special event! We only have a few company sponsorships still available for awards night. Please contact to be included in planning this great event. It’s going to be HUGE!

    Don’t forget: to receive RCH credits for the Monthly meetings, you will need to sign in on the attendance sheet as well as complete the post meeting survey.

    Education is out of the gates, running for a certification! The Mastering Payroll class is wrapping up. Several people missed it and are looking for classes this fall – be on the lookout for emails with info on classes this fall. We have our Fast Track and calculations classes coming soon, and this will be the last for 2017- Don’t miss these!

    Participation – this is your Chapter. Make sure your voice is heard. Email and let me know what you like/don’t like and ideas for meeting topics, education classes, P.I.E., etc.

    Membership Corner

    Summer is officially here – it’s hot outside!!!!  The year is also flying by so fast that if you blink hard, it will be December.

    I know everyone has plans, so please be careful.  Don’t forget the hats, sunscreen, and long sleeves to protect you from the sun when you go out – and have lots of fun. Take pictures. Drink lots (of water).

    In the month of June, the Dallas Chapter welcomed 13 new members:

    Glazers was represented by 4 employees, 14 companies were represented by 3 employees each, and 7 companies were represented by 2 employees each.   The balance of companies were represented by 1 employee each.  We also welcomed 25 guests.

    During the July business meeting, we asked our members several questions and here are the responses:

    Speaker:  Martha Baxter, Topic:  Emotional Intelligence

    Are you aware of your emotions when someone “pushes all your buttons”? – 67 Yes responses

    Do stressful situations trigger emotions that are difficult to handle sometimes?  - 63 Yes, 2 Sometimes, and 2 No

    If you disagree with someone, do you write them off your list or try to find common ground? – 6 responded to write them off, 44 will find a common ground, and 17 said both, depending on the person and the situation.

    You were also asked about topics you would like to see covered in future luncheons or one-days:

    An overwhelming number chose taxes (15), followed by Garnishments (14), ACA (5), Worker Classification (5), Global Payroll (4), Mergers and Acquisitions (4), Pay Cards (5), Unemployment (4) – I know these suggestions will assist out Programs Director, Sheri Lewis.

    I look forward to seeing everyone at an upcoming event.

    Eye on Education

    Upcoming September classes!

    Our final 3 scheduled classes for 2017 take place in September.  The first is Mastering Payroll Concepts Fast Track September 9th in Addison.  This is a fast-paced review of chapters covered in the Payroll Source as well as useful material and quick tips to help you prepare to take the exam.

    The following weekend, September 16th, we will offer a second Fast Track for Fundamentals of Payroll in Grand Prairie.   We will review the content in the Payroll Practice Fundamentals and provide quick tips and study material to prepare for the exam. 

    Our final scheduled class this year will be a calculations class on September 30th in Grand Prairie. This class covers a variety of calculations ranging from simple to complex.

    Please look for these final 3 classes to be posted on our website and don’t miss out on the registration.

    Community Service

    The Dallas Chapter APA is partnering with the Dallas YMCA during the month of August to provide children’s swim suits for the YMCA’s Safety Around Water program.

    Many times, children are left unsupervised in apartment complexes around swimming pools, and research shows that there is a high population of immigrant families in Dallas living in these complexes with children who do not know how to swim.  Using apartment community pools, every summer the Dallas YMCA’s staff actively engages and teaches children from area complexes to swim at no cost, and also provides them with swim suits when the children can’t afford their own.

    At the August 10 luncheon meeting, your Dallas APA will collect children’s swim suits for the Dallas YMCA’s Safety Around Water Program, so let’s do our part to help these kids learn critical swim safety skills…and have fun shopping, too!    

    If you don’t want to shop yourself, you can donate cash, and we have shoppers who will do the shopping for you.

    Other News

    Party on the Plaza with DAPA for NPW

    Dallas APA is going to Party on The Plaza on Friday morning, September 8!  This will be our biggest National Payroll Week event of 2017 as we tell the DFW Metroplex about NPW during the broadcast of WFAA ABC Channel 8’s Daybreak television show!  APA members and their guests will be at the Plaza by 4:45 and will stay until 7:30, rain or shine.  Our loyal sponsor, ADP, is providing T-shirts for us for this event.  APA Dallas will also provide hats to represent some of the workers we pay.

    If you haven’t signed up yet, it’s not too late.  You can sign up at the August meeting, or you can contact Susan Warren at  Bring your boss and your co-workers and all your payroll pals!  Just let us know how many you plan to add to the Party!

    Here are some general directions from WFAA:

    Address:  3030 Olive St., Dallas, TX  75219 - Victory Studio at Victory Plaza/American Airlines Center

    Parking:    Please use self-parking at the W Hotel Parking, located just west of the studio on Olive St. (see attached map).

    Victory Park studio is south of the American Airlines Center and located right in front of the W Hotel in Dallas.  Park in the W Hotel self-parking lot on Olive Street.

    Some general directions: take I-35 south towards downtown Dallas, you'll pass Motor street and Oak Lawn. Take the Victory Lane exit and head east. Turn left on Olive Street. The W Hotel will be on the right-hand side of the road. The WFAA Victory Park studio will be further down the street to your left. The studio is at the corner of Olive and Houston streets.  If you look for the news ticker, we are right below it.  Come up onto the plaza and to the side door at the glass window. Knock, and someone will let you in.

    Government Updates

    USCIS Releases Revised Form I-9 Instructions

    U.S. Citizenship and Immigration Services (USCIS) released a revised Form I-9, Employment Eligibility Verification, and updated the instructions for Form I-9.  Employers must begin using the new version (dated July 17, 2017) by September 18, 2017.  Until then, either the revised version or the version dated November 14, 2016, may be used.  The new form and instructions are available on USCIS’s Form I-9 website.

    California Supreme Court “Day of Rest” Ruling

    On May 8, 2017, the California Supreme Court made a ruling in the Mendoza v Nordstrom case which clarified that employees are entitled to 1 day of rest in each workweek as long as the employee works over 6 hours on any day during the workweek.  This decision makes it clear that the workweek controls when the 7th day of OT is due, not whether the employee worked 7 consecutive days. 

    Frequency of Pay Changes

    Both New Hampshire and Tennessee have new options available for pay frequencies for employers.  New Hampshire now has the option of paying bi-weekly and Tennessee has the options of paying employees monthly, semi-monthly, or at a more frequent period than semi-monthly.

    Affordable Care Act

    On July 25, the Senate narrowly voted to begin debate on efforts to repeal and/or replace the Affordable Care Act.  The Senate is now considering options and amendments to change existing health care legislation.

    Idaho Issues Revised Withholding Guide and Tables

    The Idaho State Tax Commission recently updated the withholding guide and tables with computation methods for 2017.  Employers must use the new tables going forward, but don’t need to adjust withholding going back to January 1, 2017.

    Illinois new Withholding Tables, Supplemental Wage Tax Rate

    Effective July 1, 2017, the Illinois Department of Revenue has issued new withholding tables reflecting an individual income tax rate increase to 4.95% from 3.75%.  This means the withholding rate and supplemental wage tax rate also increased to 4.95%

    Kansas Issues Revised Withholding Tables, Increases Supplemental Wage Tax Rate

    The Kansas Department of Revenue has issued revised withholding tables and rates.  Legislation was recently enacted that amended personal income tax rates retroactive to January 1, 2017.  However, the 2018 tax rates were used to compile the tax tables for 2017.  Using the higher rates for the second half of 2017 should allow most employees to “catch-up” on their withholding for tax year 2017.

    Happenings on the Hill

    It’s not too late to register for the Texas Payroll Conference at Omni Mandalay at Las Colinas in Irving, Texas, September 20-23!  Dallas APA will be one of the host chapters Where Payroll Magic Happens.  The Texas Payroll Conference is a great educational value offering over 20 RCH credits and a host of top notch speakers. There will also be a phenomenal Exhibit Hall where you can check out the latest technology and see vendor demonstrations.  Network with your peers and make lasting connections!

    The Dallas Chapter also has opportunities for chapter members to work at our Host Booth, greeting attendees as they register, and at our Chapter Booth in the Exhibit Hall.  Please contact  if you can work a short shift in one of the booths.
