President's Notes

Happy National Payroll Week! I hope you made plans to join us for our September luncheon where we will enjoy spending time together with our fellow Payroll Professionals, celebrating not only NPW, but also the 35th Anniversary of the Dallas Chapter. Everyone in attendance will receive a commemorative anniversary gift. We will also be wrapping up our 1st Annual Stuff the Bus campaign and will have all the supplies collected onsite so that we can present the supplies to a representative from the Carrollton-Farmers Branch School District. Don’t forget, that due to National Payroll Week, our meeting is scheduled one week earlier than usual – September 6th.


Some huge thanks, goes out to Rapid Pay Card for sponsoring our September speaker, Coach Slow. This is a great meeting to bring your entire team or your HR partners to as Coach Slow will speak to us on Lessons in Leadership.

Education will be kicking off Fast Track courses in September. If you plan to sit for the Fall exam, you will want to sign up for the course offerings. Be sure to read the education section for more information or visit the Education Page at .

Annual election of our Board of Directors is quickly approaching. If you would like to get more involved, this is a great opportunity for you to help with planning the activities and growth of the Chapter. Be sure to ask questions of any Board member regarding the positions. We would love to have you join us!

Together, we can connect, grow and keep our Chapter strong!

Community Service

Money Matters National Education

It’s time to gear-up for the annual Money Matters National Education effort. As most of you know Money Matters is an annual event that empowers payroll and finance professionals to educate the upcoming generations of employees on paycheck basics. This financial literacy event was founded by the American Payroll Association and is held annually in conjunction with National Payroll Week.

If you would like to participate by presenting the material to neighboring schools or if you have a school you would like to partner with please contact me at [email protected] so we can coordinate the efforts.

“Change for A Change” Campaign – Local Outreach

Please continue to fill our silver buckets with your loose change at our monthly meetings as we continue our "Change for a Change" partnership with Williams Chicken in 2018.  Change collected will be used to purchase coats for less fortunate kids in Dallas.

National Payroll Week – September 6, 2018

It’s here! We are looking forward to a great event on Thursday, September 6, 2018. Our event begins at 11:00am sharp. You don’t want to miss it. Please be sure to sign in upon arrival the registration area will open at 10:45am. We have a special anniversary gift for everyone who attends. There is still time to bring you school supply items. This is our final collection meeting and we will be getting these supplies to the Carrollton-Farmers Branch School District after this meeting.

Texas Payroll Conference – Chapter Booth Information

We are all set and anxious to see old friends and meet new ones as well. Texas Payroll Conference It’s finally here, the 2018 Texas Payroll Conference!! If you are planning to attend here are a couple of highlights to keep in mind:

  1. Chapter Mix-N-Mingle Wednesday 7-8; theme is “Name That Tune” so brush up on your favorite songs and do the Dallas Chapter proud.
  2. A Place at the Table – Dinner networking opportunity on Tuesday, Wednesday and Thursday nights. Dinner at your own expense.

Now the BIG news!! Next year, 2019, will be the 30th anniversary of the Texas Payroll Conference in San Antonio at the Hyatt Regency Hill Country Resort. In recognition of this great milestone TPC will rolling back the price of the conference to $750. To take advantage of this great price break you must register at this year’s, 2018, conference. Be sure to register while you are in the Woodlands!

Eye on Education

The mission of the Education Team is to promote continuing professional training to DAPA membership. To achieve this goal, we enlist experienced and knowledgeable payroll professionals to instruct our classes and encourage student learning.

The 2018 Fast track classes will be offered at LaQuinta Grand Prairie location:

  1. FPC Fast Track - is a one day, 8-hour class on September 8th that will prepare participants for the FPC exam. It is a fast-paced review that includes valuable handouts and other study aids. Students will earn 8 RCH.
  2. CPP Fast Track – is a two-session series that begins Saturday, September 22nd and ends on Saturday, September 29th. The class is designed to review major topics on the CPP exam. Handouts include brain dumps, study tips and practice tests. The course award 16 RCH.

The Final class of 2018 will be offered at LaQuinta Addison:

  1. Calculations- is a one day, 8-hour class on October 13th that will walk the student through the steps of basic calculation, gross-ups, advanced gross-up, special pay calculations, group term life, annual leave value and garnishments. Students will earn 8 RCH.

Happenings on the Hill

IRS Resources Available to help understand Tax Reform. The IRS released a tax tip reminding employers about online resources available to help understand the tax law changes made by the Tax Cuts and Jobs Act (TCJA; Publication L 115-97). Click here to read more.


IRS Conducts Weeklong Paycheck Checkup Campaign. The IRS is encouraging employers to remind their employees to do a Paycheck Checkup. The IRS is encouraging individuals to use the withholding calculator to prevent an unexpected tax bill and possible penalties next year at tax time. Click here to read more.


Employers Must Continue to Use Current Standard Child Support Withholding Orders. Employers should be using the revised version of the standard child support withholding order, Income Withholding for Support (IWO), as of August 31, 2018. This form is required to be used in all child support cases, whether the order was issued by state agency, court, tribes or private attorneys. Click here to read the full APA article.


APA Participates in Employer Lump-Sum Collaborative Workgroup. APA is working with the Office of Child Support Enforcement (OCSE) and state child support enforcement agencies to resolve outstanding issues associated with withholding child support from lump-sum payments. The Wage and Hour Division recently issued six new opinion letters. The letters address compliance under both the FLSA and the FMLA. Click here to read more.

Oregon to Release State Withholding Certificate in 2019. Oregon plans to release a state-specific withholding certificate in 2019. A state-specific form would allow Oregon to better adapt to federal tax changes. Click here for more information.
